Article 3. Right to the freedom of religion

… The citizens of the Republic of Kazakhstan are equal before the law in all areas of economic, political, social and cultural life independent of their relation to the religion. The direct or indirect limitation of rights or the establishment of any advantages of citizens on the account of their relation to the religion or initiating connected with this hostility and hatred, or the insult of feelings of citizens, as well as the profanation of the objects, structures and places, respected by the followers of one or other religion, invoke the responsibility, established by the legislation of the Rrepublic of Kazakhstan. No one has a right to reject the performance of the civil responsibilities on the motives of their religious persuasions, with exception provided by laws. The replacement of the performance of one responsibility to another on the motives of religious believes is allowed only in accordance with the legislation of the Republic of Kazakhstan.

Article 4. State and religious associations

Creation and activity of the religious associations, purpose and actions of which are directed at establishing in the state the command of one religions, initiating religious hostility or dissension, including of those connected with the violence or the calls to the violence, are forbidden.

Propaganda of religious extremism, and also the accomplishment of the actions, directed toward the use of confessions differences for the political purposes, is forbidden.

State has a right to carry out religious examination on the bases of legislative acts of the Republic of Kazakhstan.

Religious examination is conducted with the participation of the representatives of religious organizations, public unions, state agencies, experts on religions, lawyers and other specialists in the area of right to the freedom of conscience.

The procedure of religious examination is determined by the government of the Republic of Kazakhstan.
